Paypal does have quite a stake now in China so fyi when you have your money there. " U.S. payments giant PayPal Holdings (NASDAQ: PYPL) just defied the odds, gaining approval to acquire a majority stake in a Chinese payments company, and thus enter the country's vast digital payments marke".
Also recently- I tried to give them another chance because I was testing them since the "made improvements" and 2) was also seeing what those improvements have done.
I will add to show you- A- I have a small business that I used Paypal here quite successfully with no problems but change because of security issues and Paypal using Everyone's information which the keep NO secret about it.
As I applied to reopen my business account - certain things occurred that were quite interesting and disturbing. LOL
1) I have waited several days on an application with no results until I myself signed on to my PayPal here which I then was told to add a form.
2) I called PayPal which with no success a woman told me she in no words "the app" was being reviewed but she "KNEW NOTHING". Surprised? Nope even though I asked! LOL: D
3) The plot does thicken with and official email but very in-descriptive email about "they cannot verify" my very "all over social media, website, Federal ID and" PLLC corporation" that I just send them my bank account and my federal tax ID and to go to the resolution center for more information. I have had the account for years by the way and the only that has changed has been PayPal period.
4) NO--- My information is all there and yet when I look for any hope on PayPal as please look at the pictures--- it states verified or missing info, still looking at application and also "incompetences of PayPal" or bad links. It is like the wheel of death of service and there are too many choices to wait on their bad service and I think it is a sign to end it all very well and politely. Paypal- Goodbye!
Short story but not- the long of it is - PayPal is throwing out every week more and more emails of how it is changing its policies and does not know what it one side is doing. However, it is trying to charge you level nows for its incompetent service so you can pay for their "No level of service" so businesses beware.
So now I did change my review to two star to one which I do not do that lightly. I suggested there are plenty of process payment services out there and now Ebay jumping ship now who started PayPal in the first place. That should be a sign. :)
So my latest round with them did not end well.
I have a motorized bicycle. (money pits those are.) Bought a new carburetor off a site called gasbike.net (horrible avoid them too.) I contacted support, guy showed me a carb that I swear wouldn't fit my motor but he assured me it would, it will be better. Blah blah. So I ordered. I did order this around Memorial day but still after a week I never got the usual note that it's been shipped. I started looking elsewhere and found the same kind of carb I had on the motor. I contacted gasbike again asking when PayPal planned on shipping and was told another 5 days. I said just cancel the order. I got back an email confirming it would be canceled. Fine... ordered the other one, shipped out the same day.
Few days later I get an "updated shipping notice" from gasbike. WHAT? I contacted them AGAIN (which by the way isn't easy since calling results in sitting on hold forever, live chat seems to never be working, email is all that's left and half of those bounce due to mailbox full.) But I got through, said hey this was canceled, sent a copy of their confirmation it was canceled, I said the one I ordered elsewhere is coming tomorrow. You guys just took too long and before shipping it was canceled. I'm NOT paying for this.
No reply.
So ok, I contacted pay pal. Got connected directly to INDIA. They checked my order, they showed it still was not shipped, but found the charge. I said good... please do something to prevent it as this is NOT suppose to be shipped at all. It was canceled.
So they opened a ticket. Told me to wait 10 days so THEY could contact the seller.
Without any more communication they ruled in favor of the seller. I logged into pay pal, and they had the ticket WRONG. They had listed the problem "item not as described." Which is NOT the problem. Item was canceled BEFORE they shipped and they confirmed that.
I called paypal again... and again directly TO INDIA! Round and around with this one, could not understand English at all. I asked for a supervisor, got cut off. Tried agin. JOY when I got connected to someone without an accent. She said she's in Texas. YEA AGAIN! I explained the issue, she put me on hold and I was connected TO INDIA!
I swear if one more person says "OW may I be ELPING you" or "we are so sorry for your nconvenience" I'll scream! So again, re open the case, NOT as "not as described" but as SHIPPED EVEN AFTER IT WAS CANCELED! I said the company expects me to ship it back at MY cost and they what? Hope that maybe they refund the item? It's a lousy 29 dollar thing but will cost about half of that between sending it to me and me shipping it back. I said if they want to send me a pre paid return slip I'd be happy to put it in the mail but I'm not paying for it when I never should have got it in the first place.
Paypal asked me for proof which I sent screen shots of at least two emails clearly showing their reply that yes it would be canceled.
Well again... without any further conversation, ruled against me. I'm stuck with a stupid part I don't need or want now. Since this company is so hard to communicate with, I'm better off keeping it (still in the box.) Or maybe just sell it off on ebay.
But as for paypal? NO MORE! My bank would have reversed this. Since I used paypal they couldn't.
Bottom line, the only reason I used paypal was for the extra level of security. This time it only let this corrupt seller ship an item AFTER it was canceled for being shipped so late and now they can keep the money. Paypal is beyond useless now. And support... well maybe if you speak Hindi you would be ok. I don't.
As for my review of Paypal:
I never had an issue with paypal until I got ripped off by an online vendor on 11/02/2020. I purchase often from online auction sites and I have since I first set up a paypal account in 2003. This was the first time I ever had to attempt to get my money back from a seller. PayPal put me through hell. The seller provided them a shipping number belonging to an aerospace company and paypal determined that was proof I received my item. They closed out my case. Paypal does not give you any way to refute their decision on their website, so I then had to call and fight with their automated phone system for 1.5 hours until I got an actual person. The person showed zero interest in the situation and is only there to re-open the online case. This is all part of their "process". They then sent me a message saying that I had to obtain paperwork from Fedex to prove that the package was not intended for me. I sent them the documentation. They told me that they will have to verify this with FedEx. I asked why they didn't do that in the first place instead of wasting my time. They gave a BS explanation about how they accepted the tracking number from the seller because the tracking info showed that a package was delivered in the town I live in (no address is shown when you look up the Fedex tracking number online, it only shows the town it was sent from and the town it was delivered to). I replied that the seller is from Vietnam and the package was shipped from Columbus Ohio. I asked why the "town matches your address" logic wasn't applied to the seller's address, but I did not receive a response that acknowledged the question. I am still waiting for the hundreds of dollars that was stolen from me to be returned... It has been 12 days since I first disputed the charge. This company is disgusting and they should be exiled off the face of the Earth. Anyone who has a lot of money tied up with them or uses them for business purposes should think long and hard about what they actually are and the power that they have over your money. They are not a bank. They are a for-profit, publicly traded corporation. They can hold your money indefinitely for no reason at all whatsoever. It's 2020 and If you are a business owner who is still using paypal to collect money, STOP immediately. Switch to Stripe. It may not be as widely used, but they are a company who is trying to become #1 in the payment processing game - which means that they are competing - which means they should provide a better service. Paypal is already on top so they don't give a crap about you or your money.
The next day I rented a patron Joanne Michalec to represent me and we called Paypal. After this conversation my account was subject to restrictions. PayPal were frozen and a $ 11500 deposit was assigned for possible complaints about my items for 90 days. For no reason, I did not have any open affairs or affair. I considered it a proba to be depopulated by Paypal money and therefore dishonest practice. After my deposit was made, my account was frozen. Attorney Joanna Michalec wrote a letter with the task of releasing my money. Upon receipt of the letter, paypal opened 11 cases against me, my wife and me. He abolished the card transaction and suspended all accounts. He returned the money he kept at that moment and seized it as a return transaction, which caused a negative balance. All of these transactions were legally carried out because of the fact that Paypal did not allow for any reason whatsoever using my own money, which was illegally blocked. After multiple phone calls (all recorded) and my lawyer's involvement, my account was closed indefinitely. My longstanding reputation was in ruins. I can not use paypal or e bay which is especially painful. I was not ragged and for the highest penalty because I can not use my account without doing anything bad. Paypal carries an uneasy practice. I will reinstate my account or indicate the way of arbitration. Do not go back to suing Paypal to court for discrimination and dishonest practices. Of course, he will cover all the costs of arbitration with the greatest pleasure. I would like to add that I was cheated repeatedly by the consultants and would be happy to hand over the recordings of conversations. I hope somebody from Paypal has bent over my complaint and reinstated me wrongly taken away. I want to sell and buy as before. Neither Paypal nor e bay never had any trouble with me nor with my transactions and the issues that opened up to make credible account closures. Both the wife and the victim immediately confirmed the veracity of all the transactions on which the documentation exists. I mention that I recently underwent a heart attack and the situation with paypal storms my convalescence. In case of refusal to settle your case, please indicate the arbitration or court order. Joanna Michalec will present me if possible, if you do not ask the lawyer in your state to rent. All costs will be covered. I do not expect much just to restore my rights and to reverse the absurd restrictions.

Original review: Package theft is a huge problem in the US. It's so bad that Amazon has worked with the police in some cities to run sting operations using bait packages. Yet PayPal offers no protection for buyers when a package is reported as delivered but is subsequently stolen. I had a merchant (SkinStore) refuse to reship a $600 package that went missing from my front gate. Fed Ex did an investigation and determined that the package was lost or stolen. The vendor kept putting me off when I requested that it be reshipped, saying they were doing their own "investigation." I had paid with PayPal, so I filed a dispute with the merchant. The merchant, knowing that PayPal will ignore and then decline any dispute or claim when a merchant has proof of delivery, ignored me. I escalated to a claim, which was denied. So I am now stuck. If I had paid with a credit card the matter would have been found in my favor, and the merchant would have been forced to either replace my goods or face the negation of my payment. Dodgy merchants know that PayPal provides no consumer protection against package theft, so they play this delay game. I have requested a new shipment innumerable times, and was at first repeatedly put off. Now they just ignore me. I will never see my shipment. An outrageously rude PayPal customer service rep essentially told me to get lost when I complained about this catch 22 in the system. They don't care what I've been using PayPal since the early days of its existence. Loyalty and consistent, documented honesty count for nothing with PayPal.
I had this problem multiple times in the last 3 years, one time I wanted to know why they closed the case to the wrong person's favor, so I called them and the guy of the customer service was sooooo MEAN and does not have any respect and he was obviously not professional at all, plus he refused to talk to me in English and also refused to Re direct me to someone who does speak English, because at that time I was new in Germany and couldn't discuss my problem in German language!
So I had to give up and I lost my money because of this thing.
Today, in 29.06.2021 I faced the same problem with a fake seller who pretended to be the buyer and as always this fake seller didn't give paypal any evidences (I mean 0 evidences), I, however, made screen shots to every single detail and provided them with the tracking number and I wrote them a detailed message. After only 2 days I was shocked that they have decided to the fake person favor!
This time I tried to chat with the customer service, and told them why they're doing this, and one of them (her name was Sascha) told me exactly the following...___________
According to the guidelines of PayPal, you are the seller and not the buyer, since the original transaction did not run through PayPal we can unfortunately not do anything about this point.
Therefore, proof of shipping has also been requested from you, as the seller must provide such proof and not the buyer._______________
That means 2 things, if you are a seller outside eBay and you made a transaction, then forget them if something happened, because they will in 99% of the cases will go to the buyer favor, however and whatever you try to prove them that you're right!
Secondly and this is the most insane part, even if I was the seller (let's say), I still provided them with the right tracking number of the right item, but clearly they don't see anything and this is just wasting of time. Just one small employer will decide where and to whome your money should go, regardless if you're right or wrong person!
This is madness and insane and I will never advise anyone to use paypal outside ebay, especially if he was the seller.
Sorry for the too many details but I had to tell people what's happening so that no one does the same mistake "hopefully " as I did.

So i tried to unlink my cards and I couldn't so I called and had them unlinked. So for doing this my account was limited. All 4 accounts I have businesses pay me money from work through. But I had closed 2 of these accounts and was trying to limit my use of PayPal and go to direct deposit with as many companies as I could. I literally get paid from dozens of companies ranging from a few dollars to maybe a few thousand at a time.
I received an email the 12th of December from PayPal stating $321 had been sent from a company in Ohio (Alta 360), which I worked for, for over a year. And to claim my money I needed to click the link in the email, which was an account I had closed some days prior.
So I did so and nothing, I have called several times and messaged. Then yesterday, I was told I needed to link a card first to get my money, and after several attempts and calls over a several day period to do so, without it linking, or saying the card was linked to another account (which it was not). I finally got it linked and now PayPal says they don't know about $321 dollars and asked for a screenshot of email, so I sent them a screenshot of email. Now they say they need transaction ID after days of me calling and messaging saying they need something else and after I produce what was previously asked. Now they also say they didn't send an email?
Well I'll call Alta 360 tomorrow and get that.
I also told them they need to be sued which probably didn't help but is true.
PayPal isn't what it used to be a year ago, it really has went downhill and customer service has no answers to your questions or gives you the runaround. I am definitely switching everything over to direct deposit or I may not work for that company anymore.
Let this be a warning for you PayPal users.
My accound had a limitation due to me not having added certain information to it, so I go back and forth with PayPal for several days trying to figure out how to remove these limitations, all the while I am unable to send or receive any payments, which is a huge inconvenience as an online seller. After several days of this and several pictures of my passport, address, etc, PayPal finally realizes "oh, no, it turns out that we didn't need any of this stuff, and you have to call us in order to get the limitations removed from your account". Then I do that and I only get a message saying that the call center is closed indefinitely due to COVID. I send them another message and all I get back is "Tough luck, I guess you'll just have to wait until they reopen". Then, when I point out that I need my account, they just tell me to create a new one and keep creating new ones when I run into the limit, which is an awful solution, but is literally the only one.
Why is their system like this in the first place? How come none of the people you talk to online have the power to lift restrictions? And how come they weren't given that power the second that the phone lines closed? How come they didn't know from the first message that I had to call and wasted several days of my time going back and forth requesting useless information? How come they didn't know before I even called that the phone lines had been closed? All of it is just extremely unprofessional and amateur, which is absurd from a company from PayPal's caliber.
The other problem is the latest one that I have with them. I sent a payment for 350 EUR to someone and they charged me a little over 3800 SEK with the conversion. A few weeks later that payment gets refunded, but I only receive 3570 SEK back, so about 20 EUR are missing. I find that odd at first, but I think that maybe the conversion has just changed, so to check I go to send another 350 EUR payment the day I got the refund and nope. It's charging me 3770 SEK, so if that is their conversion, I should have received 3770 SEK back. I contact PayPal and, as always, they are thoughrougly unhelpful and only talk about the conversion being different on different days, which makes absolutely no sense, since I checked it on the day I received the refund, less than an hour after I got it and they were still charging me almost exactly the same amount of money.
PayPal is lucky to be in a position of monopoly, otherwise I would never deal with them, and you shouldn't either.
The next thing I noticed; I received a letter stating my PayPal account was suspended. When I started attempting to find out what was happening, then suddenly, I cannot contact anyone. You would immediately go into the "Que" with no possibility of talking to anyone! I began attempting to contact them with no luck and then started trying to find out through their online help desk. The one article I read stated that with account limitations-an explanation would or should be following by email!
After two weeks of this, I gave up stayed on hold for almost two hours trying to get an answer. I actually got a person to talk to me. It seems they do not allow a virtual private network. The VPN was recommended because I travel and was fearful my information over public networks could be compromised. As a matter of fact, the very reason I used a VPN was to protect my data and this seemed like the best solution.
Would not anyone think an email message would have been nice; just alert a user of over 15 years. But I guess this requires effort and just did not want to bother. All $ and nothing else. To get an explanation from them!
In September I asked PayPal to investigate a transaction with Paddle.com. It was system software that I could not get to install on my computer. It seems that if you take delivery of software it is considered as completion of the order regardless of whether it works or not. In this case, their techs could not get it to install either after 3 of their techs tried to get it installed. Finally, I told them I would prefer a refund. This PayPal was unlike the company I started with.
It seemed coincidental that after I called them about the funds that were not transferred, and then the resolution problem that they refused to adjust………. THEN and only then my account was placed under limitation! Now I cannot get anything at all from them. I do not know if the amount is the problem or the VPN; but this is the main reason people use a VPN!
This is not the PayPal I started using in 2004, Non-receptive, unhelpful, and oblivious to an individual user and their needs. Seems to ruin the comfort of having an ally on internet purchases.
At this point, I will not allow PayPal to handle any money for me in the future.
The customer service was not great though the customer service is often poor with PayPal. Recently, a friend told me that she has had issues with her PayPal account as well. And from what I am reading online, other people have had issues with PayPal unnecessarily flagging transfers as well and placing lengthy holds on their funds. With all of this hassle trying to simply complete a routine transfer through PayPal, it's not worth it. I'd rather transfer funds virtually any other way. I ordered checks to avoid using PayPal to transfer funds in the future and if you're looking for a hassle free way to transfer funds, Venmo is a much better alternative. This is what happens when a corporation tries to make too many of their processes automated. An automated system will make errors that a human representative will not make. I guarantee you that PayPal's automated system flagged this transaction I am referring to and if a human representative had viewed the same transaction they would have approved it and a hold would not have been placed on my funds. If you try to send a message to PayPal, you also have to first go through their automated system which is often useless and frustrating to communicate with. PayPal wants to cut corners and save money by replacing human assistants with automated systems and the customer service has greatly declined as a result. So PayPal saves money, at the expense of the consumer.
Then I have received a crash cam with a dead rechargeable battery inside which cannot even be turned on. Hours of charging the crash cam only let the crash cam to turn on for seconds and it turns off automatically. The primary power source of the crash cam is the rechargeable battery inside it and because it could not be charged, the crash cam could not turn on.
I have contacted gearbest.com support and PayPal replied:
They will refund USD$10 for this faulty crash cam which I have paid USD$35.34 for the original price.
They also said, if I send them back the crash cam (return postage would cost as much as the original price that I have paid for the cam) then they will refund fully.
Why should I pay the return postage for the faulty item they have sent to me? Why would any customer spend time, pay the postage which is as much as the original purchase price in order to get the refund?
When I contacted gearbest.com for describing how the crash cam could not start (I have also attached photos of the faulty product and sent them) they replied to me and said they also want to see the video of the faulty crash cam and asked me to take videos of the misbehaving crash cam and upload it to youtube.com for them to see. JESUS CHINESE!
The reason why I have trusted this company was because they had PayPal payment option and I thought buying online using PayPal was safe.
But when I contacted PayPal dispute for this transaction, PayPal also asked me to return the product to seller and I am responsible for the return postage.
Returning a faulty product back to China can cost even more than $100 USD if the item is more than 3kg in weight.
I cannot trust PayPal anymore and I won't pay using PayPal in future for any online purchases. Why should I bother logging into Paypal to pay for any transaction if I'm not protected? Many online stores charge extra for paying using Paypal.
This Chinese scam online store GearBest.com is partnering with PayPal to deceive customers and making profits. PayPal is no longer effectively protecting consumers and in fact PayPal is one of the most dangerous payment method online shoppers are using now. Many buyers think buying using PayPal is safe but in fact it really isn't. Online shoppers should only buy from the shops they know well (such as amazon.com) and shouldn't trust online stores just because PayPal is one of their payment method.
"Your account access is permanently limited. After a review, we've decided to permanently limit your account due to potential risk. You'll not be able to conduct any further business using PayPal."
That`s all the information I got and, of course, was not able to withdraw any single cent. After that I faced problems in paying Ebay selling fees, as they are also not being able to access my funds and, as a result they would make collections from the incomes that I can`t even withdraw from Paypal. Think twice before dealing with this company, they gonna make you homeless!
So I wrote to Paypal: " Hi. I have one payment on hold since 3rd of May. When I can expect that to be available? It is over 11000 Dkr. You have stated to keep it on hold 7 days but it is far beyond that time limit already. Waiting your kind reply soonest. I really dont want to close my accounts because of your rules and mistakes, but this starts to be irritating."

If you don't upload tracking information, but mark the item as shipped in My eBay page your payment should be available 7 days after your latest estimated delivery date.
If you fulfill the order, but don't provide any shipping information, your payment should be available after 21 days, as long as your buyer doesn't report any issues with the transaction.
Tip:
After your hold is released, it may take until midnight (but it's usually sooner) for the money to appear in your account.

So I wrote to them:
"Hi.
This is pure nonsense from Paypal. Now your email says 21 days, and your site says 7 days - same your messages at my Paypal account. If providing tracking number, 1 day. I have tried to provide all info, and in tracking place it says "we are facing technical issues, try again later". This has been now nearly 2 weeks. In addition I have provided service, and that has been delivered, everything is ok, even government of UK has accepted it, but not Paypal. How long more I have to wait your lies? This is excellent story to review sites to be published.

I can understand that you have receive a payment but it is now on hold for 21 days and on our website it says 7 days and would like to know what is correct.
After reviewing your PayPal account I can confirm that your payment of 1.500,00 GBP with transaction ID: XXXXXXX from XXXXXX the 3rd of May 2020 is currently on hold.
In an effort to create a safer online payments community, we have placed the money from your payment to one side, in your pending balance. This may be because there is a higher than average risk associated with this payment. As long as there are no problems with the transactions, you'll have the money within 21 days or less.
Holding certain payments helps to prevent losses, by keeping your money secure. It also makes buyers feel safer and more likely to return and purchase again.
Typically, you will have access to your pending payment after:
21 calendar days maximum

So STAY AWAY THIS THIEF! In the end my account shows after Paypal fees 1418 pounds, instead of 1500 pounds. Understandable, but also client paid extremely high transaction fee. Fees I can barely understand, but then not depositing money in proper time, is NOT acceptable.

The sellers website claimed to ship same day on orders, yet PayPal failed to send products for 3 full days, then his country went into lockdown, he was also supposed to send us 2 additional products which were not sent from previous order, he sent cheaper versions, not organic versions as we had ordered. We were not happy as one can imagine, so after 4 full days, he tells us he won't be sending it out, only after we contacted him. He conveniently failed to send our new order, plus the 2 products he promised he would replace and then proceeded to tell absolute lies, claiming his country went into lockdown a full 3 days before it did, aka when we placed order. We done 3 second Google search to see his prime minister declare India's lockdown 3 days after this liar claimed it had happened.
He did not and still has not sent my parcel to this day, of course we opened a case with PayPal, these disgusting stain on society of people in which PayPal employs, closed my close because I never provided a tracking number for an order that was NEVER sent out.
I have explained myself thoroughly to PayPal since and they have given have given me the absolute run around, avoiding answering simple questions, avoiding the fact that NO order has been sent out or would be by this seller, even though we have an email from him stating as much, he refuses to send our products and he claims he will not due to our annoyed tone with him 4 days after we placed the order and amazingly, it was a phone call from us that we found out he wasn't going to send our order, he didn't inform us, we had to call and we were very annoyed when he proceeded to lie and the fact he wasn't even going to let us know about it, we made the call.
We were not happy with this seller, obviously and understandably that he hadn't sent our order out and then tried to lie to us about his countries lockdown, a fact that was easily disproved.
Now, he says he will not send anything, yet claims it will be May before he initiates refund because his country is on lockdown, despite the fact that all he would have to do is a few strokes on a keyboard but apparently he cannot do this because he's on lockdown? Have you ever heard of anything like it?
This is totally unacceptable, I have 5 children, not able to work right now on govt orders and this is so bad, it's scandalous. I have fully informed PayPal of my situation, even about having 5 children and now instead of answering my repeated questions and the fact that goods were paid, nothing was sent out and now they have locked me out of my account.
This PayPal company is the devil... zero respect or empathy for people. I will be very happy when enough people give up on this disgraceful company and it goes bust because nobody will ever use it again based upon how they treat their customers.
Long story short when I went to pay Paypal declined my payment because supposedly I have reached some magical spending limit over the years and now Paypal needs to verify that I am not a fraud. Ummm... I've been using and buying with the same card since 2005... if you haven't been able to figure out that I am not a fraud by now, I don't know what to tell you.
You would also think that if I was approaching whatever this magical limit was PayPal might shoot me an email letting me know I was approaching said number so I don't try and buy anything.
Next I get an email saying I can undo this by either linking my bank account to Paypal or by getting a Paypal credit card. I do not give 3rd parties my bank account number nor do I want a Paypal credit card, thank you.
Fast forward to the following morning I decide to call Paypal to try and fix this so that I can pay for the pants I ordered. I am on hold for a total of 49 minutes before anyone even answers the phone. Finally a woman answers and tells me the same as the email. I need to link my bank or get a Paypal credit card. I tell her I don't want to do either. She says the only other thing I can do is give her my SS# over the phone. I told her I was not going to, I don't give that over the phone, I have no idea who she even is and that wasn't going to happen especially since I never gave Paypal that info when I first opened the account. She says that's all she can do and transfers me to a manager please hold.
I was on hold for another 15 minutes before I gave up and hung up. Terrible customer service. Who has time to be on hold for over an hour? Unfortunately I can no longer say I like Paypal, and I caution anyone that wants to use it. And unfortunately for me that means since 90% of the vendors on Ebay only accept Paypal that I won't be using Ebay or reccomend either of them.
If you do choose to use Paypal, I advise you to make sure you don't have some magical limit on your account.
It's a shame that they treat their long term customers the way they do.
